Dai Jiagan was born in July 1949. He received his PhD degree in 1982 from Beijing Normal University (BNU) and was a vice president of BNU. He was the director of the National Education Examination Authority (NEEA) from April 2005 to September 2011.
Prof. Dai is a member of many educational task forces and committees, including the National Education Consultative Committee, Steering Group on National Basic Education Curriculum and Textbooks, and the Steering Committee on Basic Education Quality Monitoring. He is also an in-house expert on the National Committee on the Establishment and Appraisal of Institutions of Higher Education, and the Ministry of Education Crisis Management Advisory Group. He is a professor and doctoral advisor at BNU, and is the director general of the National Institute for Education Assessment. Prof. Dai was the research director of a number of educational research projects, including "Innovation in Educational Examination Assessment Framework" sponsored by the National Social Science Foundation of China, "Fairness and Quality Standards of Educational Examinations" and "Basic Education Information Construction Research" sponsored by the Beijing Planning Office of Philosophy and Social Science.
In addition, Prof. Dai has been involved in other research projects such as "Human Resource Allocation in Education System", "Rational Allocation of High-quality Resources in Education", and "Basic Education Quality Evaluation System and Outcome Study".
